The return of the Australian federal police (ACP) sends a signal to the world a characteristic of a failing state. It is undeniable that the country is failing in every aspect of its governance and service delivery mechanisms.
Law and order and other immoral decadency are at their lowest. Human beings forgot that they are different from pigs and dogs – still wanting to reverse the evolutionary theory. Massive jail breakouts are very common during the term of the current CIS commander. With due respect he addresses various government weakness in various research journals on security and CIS issues but management of the institution seems challenging. 
In light of all these, Morobe governor Luther Wenge sounds sweet but how many times have we heard from politicians but as a government failing to take tangible actions to address them. The government spends millions on various commissions on inquires to dig up filth and refuses to prosecute criminals like politicians and bureaucrats including the Prime Minister but very quick to attack the ordinary citizens!
Politicians sees opportunity to hoot their honk for political points but either for good or bad. Morobe governor, Luther Wenge took the government to court to disqualify two major legislation (ACP and VAT). But a government that is very quick to approve its increase in their (members) allowances and make no commitment at all to move on adopting recommendations in the Guns Control Committee.
I doubt that through the recommendations; if there will be any serious commitment to fight crime from the highest level down or just inviting the Australian for neo-colonialism (creating jobs for themselves through boomerang aid).
