Corruption getting WORSE in PNG?

Taiwan diplomacy deal still haunts PNG

Thank you Post-Courier for the follow-up stories on the $US30 million Taiwan Dollar Diplomacy deal in which PNG citizens are alleged to have received bribes. In Taiwan, this scandal is getting wide coverage with Taiwanese officials prosecuted. The PNG media should follow suit and give maximum coverage as new facts become available from Taipei in PNG’s national interest to expose any corrupt dealings.

State law enforcing agencies including the Police Force, Ombudsman Commission, Public Prosecutor and Judiciary are duty bound to perform their constitutionally mandated duties and responsibilities in PNG’s national interest. A Singaporean diplomatic broker for Taiwan, Wu Shih-tsai, was convicted and sentenced to two years in jail by a Taipei court in November 2008 for his involvement in this scandal.Taiwanese President Ma Ying-jeou has stated that the scandal involving embezzlement of public funds to buy diplomatic ties with Papua New Guinea had given his country a bad reputation.

The scandal resulted in the resignation of three senior Taiwanese officials of the previous Democratic Progressive Party administrationYet we are left to see what the Somare Government does here.Prime Minister (PM) Sir Michael Somare should take heed of the numerous calls including those by Opposition Leader Sir Mekere Morauta to direct a high-level investigation to be headed by an eminent person and its findings tabled in Parliament.

The two National Alliance-led governments since the 2002 general election have been plagued by controversies and scandals reaching unprecedented levels since.The other outstanding controversies include:lThe Julian Moti affair of Oct 10 2006 in which the international fugitive was spirited out of Port Moresby to Solomon Islands in a clandestine operation on a PNG Defence Force aircraft ordered by the prime minister, lPM allegedly not declaring his shareholding in Pacific Registry of Ships; andlPM’s court action to stop the Ombudsman Commission and the Public Prosecutor from performing their constitutionally mandated duties on allegations that the Prime Minister was not completing or providing annuals returns since 1992.

How many more scandals must be created before all relevant state agencies take appropriate action?While these controversies remain unresolved, this scandal-plagued government continues as if all is well. The PM must be held totally responsible for dragging the PNG reputation down to its lowest.The PM must be made to answer for his actions and inactions. All MPs in government should ask serious questions such as why they should continue supporting a government that is tainted with scandals.

The office of the Prime Minister, the Government of Papua New Guinea, the National Parliament and the Constitution of Papua New Guinea belong to the people of this nation — not one individual, family, clan, ethnic group, business or group.

What is Political Corruption? Is PNG in the game?


Political corruption is the use of governmental powers by government officials for illegitimate private gain. Misuse of government power for other purposes, such as repression of political opponents and general police brutality, is not considered political corruption. Neither are illegal acts by private persons or corporations not directly involved with the government. An illegal act by an officeholder constitutes political corruption only if the act is directly related to their official duties. All forms of government are susceptible to political corruption.

Forms of corruption vary, but include bribery, extortion, cronyism, nepotism, patronage, graft, and embezzlement. While corruption may facilitate criminal enterprise such as drug trafficking, money laundering, and trafficking, it is not restricted to these organized crime activities. In Papua New Guinea, for example; corruption is so prevalent that it is expected when ordinary businesses or citizens interact with government officials. The end point of political corruption is a kleptocracy, literally "rule by thieves".
The activities that constitute illegal corruption differ depending on the country or jurisdiction. Certain political funding practices that are legal in one place may be illegal in another. In Papua New Guinea; , our government officials and elected members of parliament have broad or poorly defined powers, and the line between what is legal and illegal is difficult to draw.

The word "corruption" is synonymous with those in government or opposition in the three forms of government in Papua New Guinea as we see activities and dealings with our current leaders. It is so sad to see this happen to my country (PNG) that brought me up and had given me the best in the last 24 years of my life in PNG. I can't sit here and let my country going to the dogs. I must stand up and speak for the underprivileged, disfranchised, and the bulk of the ninety-five percent of the PNG population living in the rural areas. Among many avenues; this blog is one of them. I will continue to write and stand up for what is right for PNG.

Bribery around the world is estimated at about $1 trillion (£494bn), and the burden of corruption falls disproportionately on the bottom billion people living in extreme poverty

Morauta blasts Govt for state of hospital

THE state of the Port Moresby General Hospital is a national disgrace and the Government should be ashamed of its neglect, Opposition leader Sir Mekere Morauta said yesterday.
Seizing on the shocking situation at the hospital to attack the Government, Sir Mekere said he feared the Somare Government had become too obsessed with staying in power, and had abandoned its fundamental duty to govern.
He said turning a blind eye to the sick, and the hospitals and those who work there, was the worst form of negligence by the Government.
“It is criminal negligence.
“How can the Government sit by and allow the nation’s

premier public hospital to deteriorate to a level where medical staff had to beg for donations to keep patients alive?” Sir Mekere asked.
“How can we allow our hardworking nurses and doctors to subject themselves to great risk of contracting dangerous and infectious diseases, by allowing them to handle patients without the basic protective gear like gloves?
“The Prime Minister and his ministers should hold their heads in shame.
“If they do not know their job, there is only one honourable thing they can do – resign, and make way for those who can fix up this mess,” Sir Mekere said.



Does this mean; there is serious problems in the current Somare -Temu government? If there is; we're heading for the worst :(


** Sir Mekere Morauta, MP (born 1946) is a Papua New Guinean political figure. He served as the Prime Minister of Papua New Guinea between 1999 and 2002. He is currently the Leader of the Opposition and the sitting member for Moresby North-West in the national parliament.
